The whistleblower, or qui-tam case, is required to be brought by the person, or persons, that blow the whistle, and report the employer that violates certain rules, or defrauds the government. Sometimes that person that actually has knowledge of the fraud is not an employee, and they also, as long as they blow the whistle properly, are the ones that are entitled to bring the lawsuit.
